Who Can Perform a Septic Inspection?

As of January 1, 2024, any septic inspection conducted for a real estate transaction must be performed by an individual certified by the North Carolina Onsite Wastewater Contractors and Inspectors Certification Board (NCOWCICB). General contractors, licensed plumbers, and septic pumpers are not authorized to conduct these inspections unless they hold an NCOWCICB certification.

📜 According to G.S. 90A-72(a):

“No person shall conduct an inspection or offer to inspect an on-site wastewater system without being certified as an inspector at the required level of certification for the specified system.”

Septic Inspection Process:

🔹 Property & Ownership Documentation – The report must include the current owner, property address, and requestor details.

🔹 Permit Verification – If available, any existing operations permits should be included in the report.

🔹 Tank Examination – The inspection requires exposing the septic tank lid, inlet pipe, and outlet pipe for a full assessment.

🔹 Tank Pumping Recommendation – While not mandatory, pumping is highly recommended for a thorough visual assessment below the sludge line. If pumping is declined, the client must sign a waiver.

🔹 Functional Drainage Testing – Our inspections include a “Load and Dye” test, which evaluates system drainage and venting for signs of failure. (Note: This is not a substitute for a full septic inspection under NC law.)
